Like the first country track pack, the guys at Harmonix have picked a solid bunch of tracks. I play drums primarily, and in normal life I can't really call my self a fan of the genre, but these songs are all fun to play, though none are especially difficult.
As a stand-alone game, CTP2 isn't quite as solid. It uses the original RB engine (as opposed to RB2 or RB3), and it's stripped down for track-pack duty - there's no character creation, and solo tours are abbreviated to match the 21 song playlist. Still, there are something like 250G worth of easily-picked-up acheivements here, and even an old guy like me had just about all of them after only a few of hours of "work".
Overall, if you are tolerant of modern country music and an avid Rock Band player, this is an excellent way to add 21 tracks to your library - though you'll have to buy new to ensure you get a valid download code.
